Before October 2023

History did not begin on 7 October

The record did not begin on 7 October 2023. By the time it did, 2023 was already the deadliest year for Palestinians in the West Bank since the United Nations began systematically recording casualties there in 2005 — and 2022 had held that record before it. This section carries the pre-war baseline and the estimates of what the recorded Gaza toll leaves out.

OCHA began systematically recording West Bank casualties in 2005. Every year from 2005 to 2021 fell below the 2022 figure; 2022 was then exceeded threefold by 2023. The pre-7-October figure is the answer to the claim that West Bank violence is a consequence of the war. The trend was already at a twenty-year high when the war started; the war multiplied it.

Settler violence has completely or partially displaced 107 Palestinian communities — some 5,900 people — since January 2023 (OCHA). Figures for 2022 and 2023 are OCHA's, which cover the West Bank including East Jerusalem and count deaths verified against at least two independent sources. Figures from October 2023 onward are the Tech For Palestine aggregation of OCHA and Ministry of Health daily reporting. The two are not identical in method; where a year straddles both, the source is stated on the entry.

Where the settlers attack, and where the displacement lands

OCHA records every settler incident and every displacement by governorate. Al Jazeera’s July 2026 analysis of that record published the three highest governorates for each — 3,033 attacks in the eighteen months from January 2025, of which Ramallah and el-Bireh alone accounted for 881. The governorates OCHA has not published separately are drawn unshaded rather than as zero: they are unreported, not unharmed.

Recorded settler attacks, per year

The 2026 bar is outlined rather than filled because it covers the first four months only: 761 attacks, an average of 190 a month against 153 a month in 2025, a rise of 24 per cent.

Operation Iron Wall: what is left of the three camps

Share of structures destroyed or damaged by October 2025. The operation began on 21 January 2025. The UN Human Rights Office found in September 2026 that Israeli forces had displaced the entire population of these camps — more than 33,000 people — and continue to prevent their return, displacement it described as large-scale, long-term and systematic, raising concerns of the crime against humanity of forcible transfer. 102 Palestinians were killed in the operation, 21 of them children; 46 per cent of those killed were not taking part in hostilities.

  • The 1,114 Palestinians killed in the West Bank since October 2023 are not mapped by governorate. Neither OCHA nor the Ministry of Health publishes that breakdown, and no estimate of it has been substituted here.
  • OCHA’s incident count excludes harassment, trespass and intimidation where no casualty or property damage results, so every figure on this map is a floor.
  • Displaced Palestinians told the UN Human Rights Office that Israeli officers said there would be “no more refugee camps” and that they should “all go to Jordan”.

Thaer Abu Asab, Ketziot Prison, 18 November 2023

Reckless homicide, with aggravated assault and causing serious bodily harm; the shift commander and shift sergeant additionally charged with obstruction of justice. One of only a small number of criminal cases brought over a Palestinian death in Israeli custody since 7 October 2023. The indictment records that the beating tore the walls of Abu Asab's heart and broke several ribs.

Francesca Albanese, UN Special Rapporteur, 23 March 2026: Presenting to the Human Rights Council's 61st session, she found that torture has become state doctrine in Israel, making Israeli prisons 'instruments of genocide and torture'.

  • The Ketziot case is evidentially unusual: the primary evidence is the guards' own contemporaneous WhatsApp messages, written while they believed no outside party would see them.
  • B'Tselem, August 2024: 'Sde Teiman is only the tip of the iceberg: Israeli detention centres turned into a network of torture camps for Palestinians.'
