What the record establishes
Figures as recorded in the report and corroborated by the Tech For Palestine open datasets compiled from Gaza Ministry of Health, OCHA and UN reporting.
How many die on each side
The same question asked of every period for which both figures exist, from the sources each side's own institutions accept. The ratio is not an editorial choice; it is the division.

The current ratio
Every Israeli figure in this table comes from an Israeli institution or from B'Tselem, an Israeli organisation. None of it depends on Palestinian sourcing. The ratio widens from 4:1 in the period of the suicide bombings to roughly 38:1 in the current war. The direction of that change is the argument.
